- The Request for Proposal (RFP) for the continued operation of the Detroit Job Corps Center (JCC), at 1800 Tuxedo Street, Detroit, MI, 48206-1344, will be available approximately Wednesday, 10-2-2002, on the World Wide Web at http://www.wdsc.doleta.gov/jobcorps. The resultant contract will cover the period May 1, 2003 through April 30, 2005 plus three Government unilateral option years. The Detroit JCC is located in Wayne County and has a capacity of 280 students, (120 residential males, 120 residential females, 10 non-residential males and 30 non-residential females). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and vocational training, along with support services. The contractor shall provide academic and vocational training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. In addition, the contractor will provide Outreach/Admissions Services. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. A walk-through inspection of the Detroit JCC facility, followed immediately by a Pre-Proposal conference, will be convened promptly at 10:00 am local time on Thursday, October 17, 2002, (address shown above). Upon entering the facility, prospective offerors must stop at the front desk where they will be given instructions for the conference. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. All questions prior to the pre-proposal conference should be submitted in writing. Proposals in response to this RFP will be due no later than 12:00 pm (noon), Central Standard Time, on November 20, 2002, at the following address. U. S. Department of Labor, Office of Job Corps, Room 676, 230 S. Dearborn Street, Chicago, IL 60604. All responsible sources may submit a proposal that will be considered by the agency.
