Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued. Solicitation CM1301-02-RP-0034 is issued as a request for quotation. The United States Department of Commerce has a requirement for a contractor to provide database assistance to the DOC Commercial Law Development Program (CLDP). The CLDP has partially created a large database which stores and researches information and creates reports. CLDP needs an accomplished database designer to complete the tasks listed below. The contractor shall complete the following tasks: 1) Review the design of fields and reports to ensure they will meet the Commercial Law Development Program?s (CLDP) needs; 2) Set up the databases in Access using existing databases if possible to preserve entries; 3) Test the databases to ensure that they are functional and user friendly; and 4) Train the staff on how to access the databases, enter data, and print reports. The Government intends to make one (1) Firm Fixed Price (FFP) contract award resulting from this solicitation to the offeror whose offer conforming to the solicitation will provide the best value to the Government. This acquisition is set-aside 100% for small businesses. The NAICS code is 541519. The contemplated award will be from date of award until completion. The offeror will be evaluated against the following: 1) Technical capability of the offeror to meet the requirement. 2) Past Performance/Experience. The contractor shall provide 2 references for past performance. Include in your response the contract number, services provided, contract amount, contact name and phone number. The Offeror shall also include corporate/key personnel experience for your firm. 3) Cost to the government. Based on the described requirements, Pricing shall be submitted as follows: Line Item 0001: Fields and reports design review; Line Item 0002: Database set up; Line Item 0003: Database tests; Line Item 0004: Staff training. The Government reserves the right to award a contract to other than the highest ranked technical proposals if, in its judgement, the potential cost savings offset a minor difference in technical scores. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offeror's - Commercial Items; 52.212-2, Evaluation of Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items apply to this acquisition. Offerors must also download and submit a copy of the provision at FAR 52.212-3, Offer Representations and Certifications - Commercial Items (http://www.arnet.gov/far) with their quotation. Quotations are due no later than 3:00pm on September 20, 2002. ADDITIONAL INFORMATION: Due to the short timeframe of this acquisition, it is not feasible for the Government to respond to all questions. Work should be done off-site with contractor equipment and existing tables provided by Department of Commerce (DOC) on a compact disk. Only 10 percent of the system has been developed. The DOC will not be held accountable for previous efforts to the database. There is no incumbent contractor. 32 people are to be trained at the DOC building in Washington, DC. No extensions will be granted.
