Description
This announcement is for an unrestricted acquisition. The U.S. Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs is seeking to procure three new single engine, high wing observation/utility airplanes similar to a Cessna 208 Caravan or ?equivalent.? Meeting the technical requirements and statement of work posted in the request for proposal. This will be a single contract for all three aircrafts on a ?all or none? basis. The aircraft shall be new unused 2001 or 2002 models that meet the minimum specifications listed in the Statement of Work. The solicitation will be available electronically on or about July 15, 2002. Request for solicitation will not be accepted. Proposals will be due approximately 15 days after issuance of solicitation. Complete proposal instructions are listed in the solicitation. The NAICS for this award is 441229. The government intends to acquire a commercial item using FAR Part 12. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The evaluation factors (technical requirements) will be rated acceptable/unacceptable. Award will be made to the bidder whose offer conforms to the solicitation and is the most advantageous to the Government. All questions pertaining to this solicitation must be in writing to Genevieve Colvin and may be submitted by email to ColvinG@state.gov. The solicitation will be issued via the Internet on www.fedbizopps.gov; no hard copies will be issued. It is the firm?s responsibility to monitor the Internet site for the release of the solicitation and amendments. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments. Proposals must be received no later than 1:00P.M.
