- #1 of the primary factors to be considered is changed to read, "Local firms in the following order of preference: a) in or within 25 miles of Cincinnati, b) within the geographical area named in this solicitation, and c) outside the geographical area named in this solicitation; all licensed to work in Indiana, Kentucky and Ohio. A-E firms will be considered local only if their sole office is in the local geographical area or they have a local branch office and all architectural design, coordination, and management of the project will be performed in that office."
