Description
Item 0001, Prototype upgrade of 2 Night Targeting Systems (NTS) for the AH-1W only. CLIN 0002 option upgrade of 100 NTS. This solicitation will be issued on a sole source basis to Kollsman Inc., 220 Daniel Webster Highway, Merrimack, NH 03054-4844 The basis for restricting competition is the proprietary information/data rights owned by Kollsman . The government does not own complete level three drawings or data rights for the NTS. The NTS upgrade as a minimum will incorporate a third generation staring focal plane array FLIR sensor into the existing NTS Telescopic Sight Unit (TSU) and improve the boresight functionality in accordance with the Statement of Objectives/Statement of work and performance specification. The solicitation will include line items for engineering, testing, kit validation/verification, sustaining engineering, logistic, technical support (including bu t not limited to associated integrated logistics support, quality assurance, reliability and maintainability programs, testing, training, technical, administrative and financial data requirements), and repair. The upgrade and improvements must be done by modification of existing AH-1W NTS government furnished property and Shall require no changes to the airframe, the aircraft, human interfaces, or aircraft software (not pertaining to NTS software). Contract/Ordering period is for a five-year period from award date of contract. Delivery will be specified in individual delivery orders. The Government requires delivery of the upgraded 2 prototypes at least 120 days from award date of contract. Delivery required F.O.B. Destination: NSWC-CD, 300 Highway 361, Crane IN 47522-5001. NAICS code 333314 Size 500. DPAS rating is DO-A70. Offerors will be required to submit technical, past performance and price proposals. Award will be on a best value basis.
