Description
Energy Management Control System (EMCS). It is the Air Force?s intention to award a sole source contract to Siemens Building Technologies, Inc for all designing, installing, performing corrective maintenance, and technical support of EMCS systems designed to interface with the existing Energy Maintenance Control System (EMCS) currently in use by the D. C. Air National Guard. The resulting contract will be a firm-fixed price service contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b) (1). The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The existing EMCS is located in 35 or more facilities on base with a total square footage of 1.2. million and is comprised solely of Siemens System 600/Apogee Direct Digital Control (DDC) Equipment. The EMCS currently used by the D. C. Air National Guard is Siemens Building Technologies, Landis Division. The contractor shall provide all management, technical personnel, tools, supplies, equipment, labor, on and off the site technical assistance necessary to design, install, perform corrective maintenance, technical support of EMCS systems designed to interface with the existing Energy Management Control System (EMCS) currently in use by the D. C. Air National Guard. Siemens owns the rights to the software. Interested person may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five (5) days after date of publication of this synopsis. The Government will not be responsible for any cost incurred in preparation of request for quotation. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which will be considered by the agency. The 89th Contracting Squadron intends to award a sole source contract seven (7) business days after publication of this notice.
