Description
1. The United States Border Patrol El Paso Air Operations is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation EFO-2-Q-0024 is being issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. A single award will be made. The NAICS is 339113. CLIN 0001 Gentex Flight Helmets Model HGU-56/P-S (Small): 10 ea $__________ each; CLIN 0002 Gentex Flight Helmets Model HGU-56/P-M (Medium): 30 ea $__________ each; CLIN 0003 Gentex Flight Helmets Model HGU-56/P-L (Large): 30 ea $__________ each; CLIN 0004 Gentex Flight Helmets Model HGU-56/P-XLRG (Extra Large): 10 ea $__________ each. All helmets are to have ANVIS quick disconnect Night Vision Google platforms, round microphone mount on left side. Electret microphone with windscreen, boom, 14" cord and connection port on left back of helmet. 300 ohm detachable earphones and a 36" straight cord earphone harness. All items are to be installed and be compatible with Civilian communications. Delivery shall be within 16 weeks after award of the contract. Delivery is to be FOB destination to the U.S. Border Patrol Air Operations, 9C Butterfield Trail, El Paso, TX 79906. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the most advantageous offer to the Government, price and other factors considered. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm's DUNS number. FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition with the following additional clauses: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and the following additional clauses apply to this acquisitions: FAR 52.222-26, Equal Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Actions for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, and FAR 52.252-1, Solicitation Provisions Incorporated by Reference (available at http://www.arnet.gov/far).
