Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PS-2002-137, and is issued as a Request For Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition circular 2001-08. This is a restricted acquisition set aside for small businesses. This acquisition is conducted under simplified acquisition procedures . The North American Industry Classification (NAICS) code is 334516 and the size standard is 500 employees for this requirement. The National Heart, Lung and Blood Institute intends to purchase a MALDI-TOF Mass Spectrometer system, manufactured by Stanford Research Systems 1290 C Reamwood Avenue, Sunnyvale, California 94089. The spectrometer system specifications are as follows: One (1) each, PRO100 Profiler MALDI-TOF Mass Spectrometer with software, bland sample plate and test sample; One (1) each, Opt. 01 Negative ion mode for Profiler; One (1) each, Opt. 02 1 Ghz transient digitizer upgrade; One (1) each, 0100CSP Complete computer system, factory preloaded with software and interface cards (must include Pentium PC, Profiler software, Video camera card, GPIB card and GPIB cable). The PRO100 Profiler MALDI-TOF Mass Spectrometer must include the following specifications: Ionization Source: with MALDI ionization, two stage ion source with high transmission grids; lor extraction, time-lag focusing for enhanced resolution. Analyzer: Mass range, Useful mass range shall extends to >400 kDa; Mass accuracy, 100 ppm for internal calibration, 0.1% for external calibration, using average mass. Resolution, 500 in linear mode, 2000 with time-lag focusing; sensitivity, Optimum sample loading of 10 femtomole to 1 picmole for most peptide and protein samples; lir accel. Energy, 30kV, variable; Acquisition time, <10 minutes after the card is inserted, must be approximately 30 minutes for 96 samples, 64 shots per sample; Flight path, 1.4 m (linear), Electrostatic particle guide for high sensitivity. Differentially pumped for ultra-high vacuum; Laser, Nitrogen (N/2), 337 nm, 3 ns puse width. Computer controlled, 0 - 2.0 OD, linear neutral density filter for laser power attenuation; Detector, discrete dynode electron multiplier with high dynamic range; Digitizer, 500 MS/sec w/1 Mbyte RAM, 1 GS/sec (opt) w/2 Mbyte RAM; Pump, two 70 I/s hybrid turbomolecular pumps. One oil free diaphragm pump. Sample Handling: Sample card loading must be fully automated; Sample plate, 4.5"x2.5" to accomodate up to 96 samples (8 x 12 grid std); Sample manipulator, X-Y translation; CCD camera, internal, CCD camera to allow on-screen viewing of the sample and automated mapping of sample spots. General: Dimensions, 31"x14"x71" (WxHxL); Weight, 400 lbs; Interface, GPIB (IEEE-488.2), data transfer rate >600 kbyte/sec.; Power, 7 amps, 110 VAC (50-60 Hz), no need for water cooling, vacuum, or air. The MALDI-TOF Applications must provide fast, simple and accurate way of detecting, identifying, and characterizing minute amounts of samples including: peptides, proteins, oligonucleotides oligosaccharides, synthetic polymers and more. The provisions of FAR Clause 52.212-1, Instructions to Offeror-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The contractors must submit descriptive literature of the product quoted including warranty of the system and an itemized price list. The Government intends to evaluate offers and award a contract without discussions with contractors. Therefore the initial offer must contain and meet all the Government specifications and requirements. The Government reserves the right to conduct discussions if, the Contracting Officer later determines to be necessary. The Government may reject any or all offers if such action necessitates and waive informalities and minor irregularities in offers received. The award will be made based upon adherence to system specification/ requirements, lowest price, and delivery time after receipt of order. The contractor must include a completed copy of the provision of FAR Clause 52-212-3, Offeror Representations and Certifications Commercial Items with its offer. The provision of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation For Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the items specified in this synopsis should submit two (2) copies of a quotation to the address below. The quotations must reference Solicitation number NHLBI-PS-2002-137. The response due date is September 25, 2002. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
