The Department of Education intends to contract with Mark Lipsey of Vanderbilt University to prepare two papers related to the topic of the on the effects of exposure to violent entertainment on children's cognitive development and educational achievement. The first paper will be a summary of an investigation of ongoing studies related to the topic, to avoid duplication of effort and obtain information about possible approaches for the Department of Education to pursue. The second paper will be a description of one or more options for the design of a national study of the effects of exposure to violent entertainment on children's cognitive development and educational achievement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the posted response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
