Description
The Defense Information Systems Agency (AQN1) intends to issue a sole source contract to Telecordia Technologies located at 445 South Street, Morristown, New Jersey 07960-6438 to identify the Advanced Intelligent Networks (AIN) being developed through Telecordia?s AIN/Converged Network requirement process, through the international standards bodies, and implemented by the Local Exchange Carriers (LECs), Regional Bell Operating Companies (RBOCs), and Inter Exchange Carriers. Tasks will include but are not limited to: (1) analyzing carrier proprietary/sensitive information and determining when additional capabilities will be commercially available by the carriers and in what regions of the country, (2) preparing an action plan that recommends an approach for the Government to incorporate AIN/Converged Network and other advanced technologies into existing and future capabilities, and (3) developing test beds and rapid prototyping of candidate configurations. The statutory authority for other than full and open competition is 10 U.S.C. 2304 ?(1), only one responsible source and no other supplies and services will satisfy agency requirements. Telecordia Technologies is the only company responsible for the development and coordination of AIN generic requirements for the five RBOCs as well as some independent LECs. The work requires the exchange of carrier sensitive technical and cost information that is treated as proprietary information only accessible through Telecordia?s Technologies? RBOC arrangement. Contract award is expected to be for a base period of twenty-four (24) month with five (5), one-year option periods. Estimated contract award is December 2002.
