Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. (ii) Solicitation F29650-02-T-0115 is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09. (iv) This acquisition is subject to full and open competition. (v & vi) This is a request for an industry standard pinsetter package for 12 bowling lanes. Pinsetters must comply with the following requirements: Compatible with Qubica scoring system; 6-foot clearance for installation; and 10.5-inch underground ball return. Current voltage is 208V. Contract line item (CLIN) 0001, Industry Standard Pinsetter package for 12 lanes. Pinsetter package to include, but not limited to: kickbacks, scoring interface electronics, removal of existing pinsetters, installation, spare parts kit, pinsetter school tuition. Qty.1. (vii) Items MUST BE delivered by 16 Dec 02. Delivery will be FOB destination to 377 SVS/SVBB, 1451 Texas Street, Bldg 20228, Kirtland AFB, Albuquerque, N.M. 87117. Acceptance will be at the same address. (viii) FAR clause 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. Include three references with your proposal (government references on similar contracts are most relevant). (ix) FAR clause 52.212-2, Evaluation--Commercial Items, is applicable. Evaluation factors shall be price, past performance, and package contents. The Government will award on a best value basis. (x) Offerors are advised to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with the proposal. Offerors must also include a completed copy of the provision at DFARS 252.212-7000, Offeror Representation. (see www.farsite.hill.af.mil for clause text). (xi) FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-- Commercial Items, applies to this acquisition. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes - Commercial, also applies to this acquisition. Only the following FAR clauses cited in the clause are applicable. 52.203-3, Gratuities, 252.247-7023, Transportation by Sea and Air. The following DFARS clauses apply to this acquisition: 252.225-7001, Buy American Act and Balance of Payments Program; 252.225-7007; 252.225-7012, Preference for Certain Domestic Commodities; and 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program. (xiii, xiv, & xv) N/A. (xvi) Offers are due by 20 Sep 2002 4:00 PM, mountain time. Offerors may submit multiple proposals for 110V, 208V, and 220V compatibility. However, the Government will consider its cost of converting from 208V to 110V or 220V, when applicable, in order to make a best value determination. Submit offers to C.
