- This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation F61040-02-Q-0026 is issued as a Request For Quote. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. The North American Industry Classification System code assigned to this acquisition is 811310. Please identify whether you are a large or small business based on this SIC code. The following FAR clauses apply to this synopsis/solicitation: 52.212-1, Instructions to Offerors-Commercial: 52.212-2, Evaluation-Commercial Items (Evaluation will be based solely on lowest price); 52.212-3, Offeror Representations and Certifications-Commercial Items (Offerors must submit a completed copy of the Representations and Certification with their offer); 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders- Commercial Items (Apr 1999)(Deviation). Quotations must be submitted no later than 12:00 pm (EST) on 23 Sep 2002. This requirement is not restricted to Mainland Portugal and its territories. 0001 Provide requested non-personal service of inspecting and rewinding alternators (to assist in power conversion to 50 Hertz at Lajes Field, Azores, Portugal) as listed in the attached statement of work. The magnitude of this project is between $100,000 and $250,000 dollars. Proposals will be solicited on a firm-fixed price lump sum basis. This RFQ package will be available on the Internet only. There will be no hard copies of this solicitation issued. The Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. STATEMENT OF WORK REWINDING OF 8 KATO GENERATORS, SINGLE BEARING FROM EXSISTING 60 HERTZ 6900 VOLTS 1250 KVA 1000 KW @ 900 RPM TO 50 HERTZ 6900 VOLTS 1041 KVA 833 KW @ 750 RPM: MODEL A264910000 for serial Numbers. 14238,14439,12233 & 12406 MODEL A234320000 for serial Numbers. 95951, 9427802, 91810-1, & 9427801 The Generator must be capable of operating at 900 rpm, 6900 Volts, 60 HZ, providing 833 kW at 0.8 P.F.after rewinding JOB SCOPE: Redesign of windings based on actual construction found after dismantle of each generator. Each Generator will operate properly providing 6900 Volts RMS at 50 HZ when rotating at synchronous speed of 750 RPM. Power out put will be 833 kW and 1041 KVA for 0.8 Power factor. Excitation and Field Currents will be kept at original design levels. Temperature Rise will be class F (105 ?C Rise). The Generator must be capable of operating at 900 rpm, 6900 Volts, 60 HZ, providing 833 kW at 0.8 P.F. after rewinding. Dismantling, Record original winding data, stripping and cleaning of original winding. Test core lamination losses, permeability and hot spots at operating flux densities. Rewind with class F, VPI impregnated winding, designed to operate at 6900 Volts line to line and with corona protection shield. Clean and review of mechanical parts. Review of rectifier bridge and exciter field and armature static electrical tests. Replacement of one frictionless cartridge ball bearing. Reassemble Generators. Static electrical tests, Insulation Resistance, High Potential and Surge. One year Warranty on labor, materials and winding operation, when the Generator is loaded under the new rated load parameters. The contractor will receive one generator approximately every 60 days. Once a generator has been received, the contractor shall complete scope of work in 35 days and ship to Dover AFB via surface transportation, per generator. The contractor shall provide an invoice per generator to the government so payment can be made. Upon Government receipt of the required generator, the government will ship the next generator to the contractor. Repairs out of the job scope will be quoted as additional and will be submitted for our approval. No dynamic test of the generator is required.
