Description
The purpose of this amendment is to respond to vendor questions received to date and make a correction to the original announcement. QUESTION: Regarding the above referenced solicitation, is the DLA seeking a marketing firm located in the Washington, DC area? ANSWER: No, as long as you can be responsive to meetings. QUESTION: Is this a Simplified Acquisition? If not, is there budget for the project? ANSWER: You can either propose using Simplified Acquisition Procedures or GSA Schedule. The Government is looking for the best value. See below for CLIN structure. QUESTION: Is the Defense Logistics Agency looking for an agency that is within a certain radius of Ft. Belvoir? ANSWER: See previous response. QUESTION: How many Virginia meetings are required of the agency? ANSWER: We anticipate approximately 5 (1 hour) meetings (i.e., 1 per quarter and 2 others off-line). QUESTION: We are very new to the Federal Business Opportunities and we are not sure what the FAR clauses are that are listed in the pre-solicitation. Is there a place we can review all the clauses? ANSWER: http://www.arnet.gov/far/. QUESTION: Will you accept proposals from firms outside VA? ANSWER: See previous response. QUESTION: We can provide you a brochure as well as direct you to our web site, are you interested in a rate card, case histories, and references? ANSWER: We will be reviewing the 10 page response and any other supplements you submit. You can reference a web site for consideration. QUESTION: Are there subcontracting opportunities associated with this solicitation? ANSWER: That is up to the individual proposer. QUESTION: Is DLA interested in companies outside the Fort Belvoir, VA market? ANSWER: See previous response. QUESTION: Is it true that only Historically Black Colleges and Minority Institutions will be considered for the above solicitation? ANSWER: No. This is a 100% small business set-aside. QUESTION: We have tried to download a copy of the RFP for the above referenced solicitation, however we have been unsuccessful. ANSWER: A fax copy of the posted notice will be provided. QUESTION: Is there an incumbent performing this or similar work for DLA? Is said incumbent eligible to offer for this solicitation? ANSWER: There is an incumbent and yes they are eligible to offer a proposal. QUESTION: The synopsis/solicitation provides very limited information on the quantity and scope of marketing events and required materials. Is this a firm fixed-price, time & materials or other type of contract? Is GSA Schedule price list sufficient for pricing information? ANSWER: See the CLINs below. A Time and Materials type contract is anticipated. If a firm proposes utilizing the GSA Schedule, please cross reference the below labor categories to the GSA Schedule categories. QUESTION: What, if any of the marketing events are anticipated to happen at the Andrew T. McNamara Headquarters? ANSWER: All events will take place at the Headquarters address. QUESTION: Are any of the following in addition to the ten page limit: resumes of key personnel, past performance information, representations and certifications of offers? ANSWER: The 10 pages are to address your company?s capabilities and how you will meet the statement of work objectives. Supplemental information may be provided in addition to the 10 pages (i.e., resumes, brochures, past performance information, representations and certifications in FAR 52.212-3. QUESTION: Will the company selected need to be located near Fort Belvoir, VA? ANSWER: See previous response. QUESTION: Since there are no specifics included in the solicitation, are you looking for a capabilities overview and hourly rates? ANSWER: Yes. See the below labor categories and hours. QUESTION: Outside of the brochure that you?ve requested, is there a document that outlines what the specific deliverable is (i.e., exactly what we are to quote)? ANSWER: See previous response and below CLINs. QUESTION: Where can we find provision 52.212-3? ANSWER. See previous response. QUESTION: What is the due date? ANSWER: 20 Sep 02. QUESTION: How can we get Subpart 12.6, as supplemented w/additional information in this notice? ANSWER: See previous response. QUESTION: Is there a budget range for this RFP? ANSWER: See below CLINs. QUESTION: How many special events will there be in one year? ANSWER: Varies from 6-10 special events, however other events on a smaller scale are scheduled throughout the year. QUESTION: How many promotional items are needed for each event? ANSWER: Each event will have its own specialties, therefore promotional items will vary and will include items, such as but not limited to: calculators, cups, books, calendars, coolers, plaques, flags, etc. QUESTION: How many Media Events will take place? ANSWER: This is a new area and we are looking at approximately 2. QUESTION: How many posters are needed for each event? ANSWER: Usually 8 posters. QUESTION: How many Conferences and where will they take place. ANSWER: This is a new area?would look at having one. QUESTION: How many focus groups are needed? ANSWER: Three (3) focus groups. QUESTION: What type of data is being collected? ANSWER: Qualitative and quantitative data will be collected (i.e., how many? Thoughts? Comments? Percentages of participation, comments, complaints). QUESTION: How meeting will take place with client per month? ANSWER: See previous response. QUESTION: Please explain on Service Delivery Summary part the 1.3, 1.4 and 1.5. ANSWER: QUESTION: Please explain how to retrieve addendums for 52.212-1, 2, 3, 4, 5, 52.219-8, 9, 52.222-26, 35, 36, 37, 41, 43 and 52.232-33. ANSWER: See previous response for web site. QUESTION: Are you looking for production costs as well or just your labor and ?other direct costs? in the contract line items? ANSWER: See following CLINs for pricing purposes. QUESTION: Is our location of San Antonio going to be a problem in the SOW requirements to 1.4 set up on-site and off-site conferences; 2.1 attend all requests for meetings; 4.1.2 participate in all required and scheduled meetings? ANSWER: See previous response. QUESTION: Is this an existing contract? If so, who is the incumbent? Were you happy with its performance? ANSWER: This is a follow-on contract. The balance of the question is subject to the Freedom of Information Act at Contractor?s expense. QUESTION: What was the value of the last contract? ANSWER: $52,889. QUESTION: How many special events (Workforce Socials, Holiday Events, Family Gatherings) do you expect? ANSWER: The special events vary between 6 and 10. QUESTION: If on GSA schedule, what exactly are you looking for in a submission? ANSWER: Capabilities statement to meet the requirements in Fort Belvoir, VA. QUESTION: Are you looking for a proposal or just examples that demonstrate our company?s ability to satisfy the statement of work? ANSWER: Would like to see a proposal with examples of work and references. QUESTION: Can you give examples of previous promotional items used at the different events? ANSWER: Promotional items include, but not limited to, calendars, pamphlets, brochures, cups, pens, lanyards, T-shirts, etc. QUESTION: What kind of technical support is required under media events? ANSWER: Technical support may include photo shoots. QUESTION: How many conferences do you expect? How many conferences were done last year? If they are not on site at the McNamara facility, where have they been held? ANSWER: This is a new requirement would like to plan one. It would be on-site. QUESTION: How many personnel do you expect at the conferences? ANSWER: Wide range of approximately 30 to 150 participants. QUESTION: How many focus groups are conducted? Please give examples of what types of focus groups that have been held in the past, if any. ANSWER: There will be three (3) focus groups. A Child Development Program and Business Program (Cafeteria) focus group was held two years ago. QUESTION: Can you elaborate on ?develop closure and formulate information for QOL website?? ANSWER: Website enhancement and ideas for promoting programs and events to increase customer awareness. QUESTION: What are the evaluation criteria? How is each criteria weighted? ANSWER: Capabilities statement and past performance, price, in that order. QUESTION: Will there be an opportunity to make a presentation on our capabilities? ANSWER: Yes, there will be an opportunity. The solicitation number is corrected to read SP4700-02-T-0052. The following labor categories and hours are hereby provided for proposal purposes: CLIN 0001, Program Manager, 26 Hours. CLIN 0002, Senior Graphic Artist, 200 Hours. CLIN 0003, Marketing Director, 200 Hours. CLIN 0004, Graphic Artist 150 Hours. CLIN 0005 Other Direct Costs (Materials, Equipment, Other Supplies) not to exceed $11,000.
