Description

The USAID Regional Contracting Officer in Budapest, Hungary, plans to award a cost-reimbursement type contract for a Justice System Reform in Kosovo, through full and open competition. The RFP is expected to be issued on August 16, 2002 and will be distributed through General Service Administration?s Federal Business Opportunities web site. The period of performance is three years with a possibility of an extension of up to two years. The overall objective of the contract is to further Rule of Law in Kosovo by: (1) Assisting UNMIK, Kosovar legal professionals and civil society in developing laws and policies that support an effective and impartial Kosovar justice system; (2) Strengthening the capacity of the court system so that it operates smoothly; (3) Developing systems to provide effective oversight for judges, prosecutors, and lawyers in the areas of respect for ethnics and delivery of quality services; and (4) Increasing public awareness of Kosovo's evolving legal framework and justice system to improve access and ensure individual and community rights are protected.
