Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DABT51-02-T-0218 and is issued as a Request for Proposal. This RFP incorporates provisions and clauses as those in effect through Federal Acquisition Circular Nu mber 97-15. The Directorate of Contracting at Fort Bliss, Texas will be issuing a commercial solicitation for the Office, Chief of Air Defense Artillery (OCADA) for a Marketing Specialist. 3.1.1 Contractor must be well acquainted with all Microsoft Office applications. 3.1.2 Contractor must have knowledge of and/or experience with organizing and conducting marketing displays and work involved with planning, coordinating, and executing different phases of videotape and digital film capture productions used for training, m arketing, and information purposes (topics include equipment operation and maintenance procedures, ADA occupational specialties, marketing, and recording of ceremonies, briefings, messages, etc.). 3.1.3 Contractor must be able to travel up to four times per year to conduct on-site branch marketing displays. 3.1.4 Contractor must be physically able to lift equipment and or boxes weighing up to 50 pounds and work flexible hours that may include weekends and duty occasionally beginning at 0500hrs. 3.1.5 Contractor must have knowledge of and/or experience with the U.S. military. 3.1.6. Contractor must be able to provide a SECRET security clearance. SPECIFIC REQUIREMENTS Works under the general supervision of the Deputy Director, Office, Chief of Air Defense Artillery (OCADA) who makes assignments based on Air Defense Artillery (ADA) Command Group guidance and new equipment fielding and personnel issues. Incumbent is one of several technical points of contact within the Division and Directorate for ADA personnel matters. With concurrence from the Division Chief, selects methods and techniques to follow within the limits of established regulatory and procedural requirement s. The supervisor reviews completed work for compliance with instructions, policies, and procedures, adequacy of methods and content, and to ensure completion within deadlines. Audio?Visual: Responsible for work involved with planning, coordinating, and executing different phases of videotape and digital video capture productions used for training, marketing, and information purposes (topics include equipment operation and maint enance procedures, ADA occupational specialties, marketing, and recording of ceremonies, briefings, messages, etc.). Audiovisual productions typically involve the incorporation of narration or dialogue, background music, graphics, photographs, and other s imilar audio and visual elements. Conducts pre-production conferences with customers to discuss the general concept and objectives of the production, the length, studio or remote location, and the basic outline of the program. Advise customers on script de velopment. Reviews draft scripts for adherence to objectives, original concepts, clarity of text, logical structures, and camera shot requirements. Coordinates with technical experts to assure doctrinal accuracy of the production. Arranges for the availa bility of all required equipment, props, and on-location sites. Coordinates schedules with all participants, including narrator. Coordinates with military units in assignment of military representatives as actors. Rehearses scripts with the actors and/or n arrators. Directs the movement of the camera operator and the lighting of the set. As required, serves as video camera operator, audio technician, floor m anager, and switch operator during the actual course of the production. Edits and assembles finished videotapes. Edits videotape to put scenes in the proper sequence and to blend in audio and visual elements such as music, voice narration, and graphics to produce a finished production. As requested, produces slide/sound shows for information and education purposes. Distribute branch marketing promotional and informational materials. Marketing events: Executes an approved marketing strategy and supervises the execution of ADA support to local high schools, U.S. Army recruiters, the ROTC basic and advanced camps, USMA Mounted Maneuver Training (MMT) camps, open houses, and other requir ed branch marketing events. Requests and coordinates for ADA soldiers, equipment and marketing items (fact sheets, models, posters, mouse pads, etc.) from internal and external sources. Annually, by end of first quarter, submits the recommended overall s upport plan for the approved events. Includes a budget recommending the number of air defenders, weapon systems, TDY and shipping costs, and other available marketing items (i.e., models and props). Requests monetary, training equipment, props, and inform ation from TRADOC System Managers, Program Executive Offices, Materiel Program Managers, Air and Missile Defense Command, and ADA unit commanders for ROTC, USMA, and OCS support. Manages minimum logistical activities, and personnel TDY. Coordinates wareh ouse accommodations, power connectivity, fuel resources, and enacts transportation requests for deployment of props, equipment and weapons systems. Attends pre camp conferences. Manages exhibit and presentation design conception and implementation of props , printed materials, multimedia, and visual information. Determines printing requirements, solicits estimates, provides quality control, coordinates funding, and processes reproduction actions through the Government Printing Office to commercial or defense printing facilities locally or outside the area. Plans visual design for the communication of information packages as promotional/marketing products to include; printed media, exhibits, presentations, and multi media clips. Produces or contracts for work accomplishment, approves, and authorizes reproduction of original or newly redesigned product. Coordinates CTLT with DPTM and West Point POCs billeting, cadet sponsorship, and CTLT survey feedback. Monitors cadet assignments to Fort Bliss Brigades. When required, provides brigade and battalion commanders an overview of the branch marketing concept f or camps and events. Provides projected participation and support needs during the pre tasking process for personnel, equipment and funding. When requested, assists, provides command liaison support, to schedule ADA general officer visits to USMA or a bran ch orientation. Assists in the development of an itinerary, coordinates with protocol officer(s), assist in the development of a briefing and the mailing of marketing items, etc. (2) Encourage those cadets who prefer ADA CTLT with individually addressed OC ADA letters that describe why ADA CTLT is the correct choice. Data Compilation and Reports: Develops (or alters existing) surveys, questionnaires, and other data collection tools to obtain crucial data. Examples of such surveys are (not all-inclusive) CTLT feedback from cadets at units and camps; OBC, and PMSs at lea rning institutions. Summarizes survey results. Surveys newly commissioned ADA officers to determine marketable items (e.g., coasters, mouse pads, etc.). Recommends content of multimedia presentations, exhibits, and printed media packages for use by the RO TC, OCS, and USMA Air Defense Artillery branch representati ves. Based upon results of research and surveys, composes detailed data briefings and reports that present clear-cut factual evidence of positive and negative trends and program effectiveness. Following are examples of recommendations (not all-inclusive): (1) how to change and improve Army and ADA policies and regulations, or how to best support existing Army and ADA policies and programs, (2) how to improve the effectiveness, efficiency, and economy of operations of accession, enlistment, and retention pr ograms, and (3) how to most effectively accomplish the goal of improving branch accession and retention rates based upon motivational factors. Manages the implementation of the Ft. Bliss Assistance to Recruiting operations order. Suspenses units for mont hly report, compiles input, and submits to the Director for approval. The following FAR provisions and clauses apply to this solicitation: 52.212-1 Instructions to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items (Evaluation Factors being technical capability, past performance {minimum of 2 years, include resume of proposed individual committed to this requirement}, and price, each being equally considered in the evaluation process); 52.213-3 Offeror Representation and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial It ems; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items; 52.211-6 Brand Name or Equal; 52.214-21 Descriptive Literature. The following Defense Federal Acquisition Regulations Supplement (DFARS) provi sions and clauses apply to this solicitation: 252.204-7004 - Required Central Contractor Registration. Copy of provisions and clauses are available on the Internet at http://farsite.hill.ar.mil. Qualifying offers will meet the stated specifications and be accompanied by completed provisions/clauses 52.212-3 Offeror Representation and Certifications ? Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government. Required information and completed offer, to include specifications, resumes, and descriptive literature, may be delivered to Directorate of Contracting, ATZC-DOC, Attn: Lauren Van Ens, 2021 Club Rd, Ft Bliss, TX 79916-6812. Offer must be received no later than 10:00 a.m. local time on 23 Sep 2002. All responsible sources may submit an offer, which shall be considered by the agency.
