- R?PORTFOLIO MANAGEMENT SERVICES FOR AIR FORCE MILITARY HOUSING PRIVATIZATION INITIATIVE, SOL F41622-02-R-0016, POC Lucy Cavazos, Contract Specialist, 210.536-2360. The Headquarters Air Force Center for Environmental Excellence (AFCEE) has a requirement for private sector financial expertise to support the Air Force Military Family Housing Privatization program. Currently, the Air Force has several installations (Air Force bases) in its housing portfolio; however that will eventually grow to approximately forty installations over the next five years. HQ AFCEE seeks a support contractor to provide financial and real estate portfolio management services in support of military family housing privatization program. The Air Force envisions competitively awarding an estimated $29M program ceiling on a single, five-year, indefinite delivery, indefinite quantity (IDIQ) contract, to support this effort. The Air Force anticipates awarding specific requirements under separate task orders. Services required include accounting and financial reporting and reviews, compliance testing, facility audits and site visits, project and development management, insurance coverage assessment, document retention, proactive problem prevention initiatives, database tools and administration, and other portfolio services. The Air Force intends to solicit in accordance with FAR Part 15. The Air Force intends to use a best value selection process based on past performance, technical capability, and price proposals. An arrangement utilizing Firm-Fixed Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) is contemplated. The contract-ordering period for this acquisition is anticipated to be through FY 07 with the performance period extending through FY08. A request for information (RFI) was placed on FedBizOpps on 12 July 2002 for comment through 13 August 2002. RFI responses were received from AEW Capital Management LLP, American Express Tax and Business Services, Booz Allen & Hamilton, Ernst & Young, Jones Lang Lasalle, Evergreene Management, and Reznick Fedderman & Silverman. Comments on the SOW are to be provided no later than 4 Oct 02. A Draft Request for Proposal (RFP) will be issued on or about 10 Oct 2002. At this time no hard copies of the solicitation will be issued.
