- Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1, ?Only One Responsible Commercial Item Source?, with Worldcom MCI of Vienna, VA. The instant requirement is to acquire telecommunications services for a 64KB dedicated, leased line between the Royal Saudi Naval Forces test bed (RSNF) located in Mechanicsburg, PA and the RSNF Production System located in Riyadh, Saudi Arabia under the auspices of the Foreign Military Sales Program. The proposed period of performance commences 01 October 2002 and continues through 30 September 2003. The applicable North American Industry Classification System code is 51334. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items implementing simplified acquisition procedures under FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-03. It is requested that qualified sources are capable of providing the following Contract Line Item Number (CLIN): CLIN 0001 ? Local Access (Landline), CLIN 0002 ? US half of International Circuit/Private Line, CLIN 0003 ? CSU/DSU (DSU02 Equipment, and CLIN 0004 ? Federal Universal Service Fee. Offerors are advised to include a completed copy of the provisions at 52.212-3 and 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a competitive solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
