- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested from GSA holders and a written solicitation will not be issued. Solicitation DAHA90-02-R-0023 is issued as a Request for Proposal (RFP) and will result in a firm fixed-price contract. Award will be made on an all or none basis. Provisions and clauses incorporated in Solicitation DAHA90-02-R-0023 are those in effect through Federal Acquisition Circular (FAC) 2001-04. This acquisition is being acquired as a full and open competition. The solicitation includes the following Contract Line Item Number (CLIN) 0001 Purchase a minimum of 50 radio spots per week for eight (8) weeks. Spots will run for two (2) weeks per quarter. Spots will include a 30-word advertisement highlighting the benefits of joining the Air National Guard. Radio advertisement will begin on or about October 2002. Purchase Designated Market Areas (DMAS) nationwide. Create /develop new spots and or radio advertisement, which will begin upon award of contract. Provide a list of all radio stations (by call letters) for each designated mar ket areas (DMA). EVALUATION CRITERIA: Proposal will be evaluated based on the following: (a) The maximum radio broadcast coverage possible per DMA. (b) On number of creative spots developed. (c) Price/Cost. Offeror shall include and submit with its offer a completed copy of the provision for the following FAR and DFAR clauses: FAR 52.212-1, Instructions to Offerors-Commercial Items. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and DFAR 252.212-7000, Offeror Representations and Certifications-Commercial Items These clauses are available upon request. The following FAR Clause is incorporated by reference: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. FAR Clause 52.212-5, Contract Terms and Condition Required to implement Statutes or Executives Orders-Commercial Items applies to this acquisition, specifically, FAR 52.219-1, Small Business Program Representations FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.225-3, Buy American Act-Supplies FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
