- This is a combined synopsis and solicitation for commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Goodfellow AFB, TX is soliciting quotes for the following non-personal service: Annual preventative maintenance agreement for the Time and Labor Management System. Contractor is to furnish all labor, tools, parts, material, facilities, transportation necessary to maintain the following items listed: Activities with clocks ? Terminal #2216 Child Development Center, Terminal #2217 Lodging; Activities without clock ? Terminal #2213 Resource Management, Terminal #2214 Bowling Center, Terminal #2218 Skills Development Center, and Terminal #3027 Youth Activities Center (all terminals have printers assigned). Contractor will replace any defective TMI, Time Management clocks or printer; units are to be shipped overnight. Each clock or printer shipment will include detailed, step-by-step instructions for replacement of the defective unit. Contractor will provide replacement assistance hotline to assist with installation of units. Defective unit to be returned after replacement of new unit. Unit will be packed in box and company will arrange for pickup of defective unit. Contractor will also provide unlimited access to hotline service 24 hours per day, 7 days a week for help with problems related to the use of the system. Change and revisions to software version included. PERIOD OF PERFORMANCE WILL BE 01 OCT 02 - 30 SEPT 03. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ Solicitation #F41614-02-T-0099. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. Award shall be made only to contractors who have registered with the Central Contractor Registration at www.ccr2000.com. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. NAICS 811490 with a size standard of $6.0 million applies to this procurement. FOB: Destination for delivery Goodfellow AFB, TX. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, apply to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, apply to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition and is incorporated by reference. Paragraph (b) of the clause incorporates by reference the following clauses: 52.222-21, Prohibition of Segregated Facilities. Specifically, the following clauses cited are applicable to this solicitation: The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items is hereby incorporated by reference with the following addendum; 252.204-7004 Required Central Contractor Registration; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The following clauses also apply to this solicitation: FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.224-1, FAR 52.215-1, Instructions to Offerors--Competitive Acquisitions. Other clauses: 52.219-6 Notice of Total Small Business Set Aside and 52.232-18 Availability of Funds. Award will be based on the low priced technically expectable offer.
