Description
NA The proposed procurement will provide on-site Information Technology Support Services to the RSPA/Volpe National Transportation Systems Center. This contract will provide support in the specific areas of Network, Desktop, Help Desk, and E-Mail services; Facilities Management Services; Administrative Management Information Systems (MIS) Applications; Systems Planning; and Information Security. This effort also includes a requirement to transition from the existing contract for these services to this contract. For informational purposes, a redacted version of the current contract ? DTRS57-97-C-00107 with W.T. Chen & Co., Inc.? may be viewed at the following Website: http://www.volpe.dot.gov/foia/onsite.html. An Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Award F ee provisions is anticipated, with the exception of the contract transition item which will be Firm Fixed Price. The term of the contract will be five years from date of award. A single award is planned, based on the interrelationship of the functions to be performed. A competitive solicitation will be released as a 100% Small Business Set-Aside. The applicable NAICS Code is 541513, with a size standard of $21,000,000. All responsible small business sources may submit a proposal which shall be considered by the agency. Estimated release date for the solicitation is October 1, 2002. Anticipated award date is March 1, 2003. A preproposal conference and site visit for this acquisition will be held approximately two weeks after issuance of the solicitation. Further details regarding t his conference will be provided in the solicitation. The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of the RFP or amendments will not be issued. The solicitation and any document related to this procurement will be available on the Internet, these documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the respon sibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply fo r bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
