- Description
- The Federal Highway Administration (FHWA) plans to negotiate a sole source purchase order with The University of Maryland's National Center for Smart Growth to assess the monitoring capacity of regional governments and develop a demonstration design for future research. The University of Maryland's National Center for Smart Growth is a non-profit educational organization dedicated to the study and dissemination of land use issues and practices. They have assembled expert staff members (Dr. Gerritt J. Knaap and Tony Downs) with international reputations and have resources to successfully complete this project. Dr. Knaap of the University of Maryland's National Center for Smart Growth is the preeminent scholar in the area of land market monitoring and is a national authority on the issue of State and local land use practices. Because the University of Maryland's National Center for Smart Growth have both, a progressive center dedicated to the study and dissemination of land use issues and practices and experts with international reputations and resources, they are the only known source that can successfully complete this research. This is a Simplified Acquisition and the threshold is $100,000. The anticipated award date is September 26, 2002.
