Description
17. This is a combined synopsis/notice of intent to procure commercial items prepared in accordance with the FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NOI0200, and the solicitation is being issued as a Request for Proposal (RFP). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. The associated North American Industry Classification System (NAICS) Code 561210, which has a size standard of $6 million to qualify as a small business, if applicable. This procurement will be for two Phases: Phase I - Provide program support for the National Institute of Allergy and Infectious Diseases (NIAID) Minority Training Initiative Program in Mali. Phase I will provide U. S. minority students in science and medicine with the opportunity to gain exposure in research on tropical diseases and careers in clinical tropical medicine. Phase II ? Site preparation for vaccine trials to be conducted in Mali. The purpose of this procurement is to provide funds to the MRTC for the operation of the Minority Training Program in Mali. Funds are managed by the office of the Dean of the medical school where the program is based in Bamako, Mali. The contract will support the following: 1) Provide administrative support for the training program in Mali. This includes support for the financial manager, program manager, and mentors who guide the students through their training programs. 2) Provide classroom, laboratories and clinical facilities at the National School of Medicine, Hospital Point G, and Hospital Gabriel Tour as sites for training students. 3) Provide transport within Mali for students involved in the program. This includes transport to and from the airport, into the city on regular trips, and field trips to various field research sites outside Bamako. 4) Provide field sites for training outside Bamako. This includes field research laboratories in Doneguebougou, Sotuba, Bandiagara, Bancoumana and Niono. Phase II project, NIAID will conduct field research on severe and complicated malaria in Mali, a remote and under developed country. Medical researchers are connected with the Malaria Research and Training Center, developed by NIAID to be a local and native source for research assistance to NIAID projects. Phase II will support the following: 1) Conduct census of the villages to be used as trial sites. 2) Conduct epidemiological studies to determine patterns of malaria transmissions. Studies will include parasitological and entomological parameters. 3) Provide drivers and vehicles to support conduct of studies for 1 and 2. The service is to begin in September 2002 and end in September 2003.
