Description
The National Oceanic & Atmospheric Administration, a bureau of the Department of Commerce, intends to negotiate with only one responsible source, Applied Geographics, Incorporated, 355 Congress Street, Boston, Massachusetts, 02210, using simplified acquisition procedures, for the acquisition of geospatial data infrastructure layers for a Geographic Information System for the Boston metropolitan area. The proposed contractor will build on work previously completed, which included identification of reliable data sources; establishment of a data sharing process; acquisition, review, evaluation, conversion, and transformation of data; quality control and assessment, integration of data into a framework and database; and development of metadata. The proposed scope requires acquisition, review, selection, integration, and documentation of data sets in order to provide complete coverage of the pilot area for information in multiple data type categories: buildings, communication structures, environmental hazards, transportation, and utilities. The proposed contractor is the only responsible source with specific experience in the current project. Award to any other source would duplicate investment and result in unacceptable delay. The Government intends to negotiate with only one responsible source pursuant to the authority of Part 6 of the Federal Acquisition Regulation. Therefore, this notice is not a request for a submission. However, interested parties may submit a description of their capabilities to perform within 15 days of this notice and the submission will be considered.
