Description

The Defense Finance & Accounting Service-Indianapolis Center intends to issue a combined synopsis/request for proposal for commercial items in accordance with FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotations (RFQ) Number is MDA260-02-T-0015 and should be referenced on all correspondence. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. This acquisition is a sole source requirement. The North American Industry Classification System (NAICS) is 541511. The line item, unit issue, quantity and description is as follows: 0001, Renewal of maintenance for one Gentran Server to include unlimited phone support, 24x7 production-down support, standards updates, software enhancements, unlimited bulletin board access and unlimited web knowledge base access covering a 3-year period (36 months); 0001AA covers 10/1/02 through 9/30/03 (Base Year); 0001AB, covers 10/1/03 through 9/30/04 (Option Year One); 0001AC, covers 10/1/04 through 9/30/05 (Option Year Two). Option Years will be exercised via modification. This acquisition is being procured under Simplified Acquisition Procedures. The Department of Defense requires all contractors to be registered in Central Contractor Registration (CCR) no later than May 31, 1998 to receive solicitations, contract awards or payments. The following provisions are applicable: FAR clauses 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items, evaluation factors are price and past performance; provide a completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The following clauses are applicable: 52.212-4, Contract Terms and Conditions- Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders-Commercial Items, inclusive of 52.222-26, Equal Opportunity; 52.222-21, Prohibition of Segregated Facilities; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registeration; 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration; 52.232-36, Payment by Third Party; 52.222-48, Exemption from Application of Service Contract Act Provisions for Contracts for Maintenance, Calibration, and/or Repair of Certain Information Technology, Scientific and Medical and/or Office and Business Equipment-Contractor Certification, 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract. Delivery location is Indianapolis, IN, Attn: Jon Ferguson. All proposals received will be considered.
