- The Centers for Disease Control and Prevention contemplates the award of multiple blanket purchase agreements (BPA) for writer editor services. Requirements may include a variety of topics in public health, medicine, or health care. A minimum of a baccalaureate degree is required but a Masters degree is preferred in journalism, political science, physical science, or a para-medical profession. Documented experience of writing on a variety of topics as described above. Performance period of the BPA's will be from date of award through September 30, 2003. The Request for Quotation (RFQ) may be downloaded from this site. Quotations will be evaluated on the understanding of requirements, qualifications of personnel, and quality of past work. Place of performance is the Atlanta metropolitan area in Georgia. The Government intends to evaluate the offers and award multiple contracts without discussions with Offerors providing the requested product. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. The North American Industry Classification (NAICS) Code is 541618 and the Size Standard is 500 employees for this requirement. This requirement is small business set-aside. Interested vendors capable of furnishing the government with the services in this synopsis should submit two (2) copies of a quotation to the below address. The quotation shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number (TNN), Dun & Bradstreet Number (DUNs). The quotation must reference Solicitation number 2002-Q-00683. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or September 26, 2002, by 8:30 a.m. local time, whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the Centers for Disease Control and Prevention, 2920 Brandywine Road, Atlanta, GA 30341, Attention: Dorothy Reed Penix. Email quotations will only be accepted if dated and signed by an authorized company representative to: dfr9@cdc.gov. Multiple Blanket Purchase Agreements will be awarded based upon the above referenced criteria. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. The requirement will be procured as a commercial item in accordance with FAR Part 12.102(c) under the test program. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provisions apply to this acquisition; 52.212-1 Instructions to Offerors - Commercials Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation - Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions - Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24). OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFERORS REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, WITH YOUR QUOTE.
