Description
DESCRIPTION This is a Pre-Solicitation Notice to the previous notice posted 27 October 2000 under Solicitation Number: F61775-01-R-0033. The 100th Air Refueling Wing (ARW) Manpower and Organization Office at RAF Mildenhall, United Kingdom intends to solicit under OMB Circular A-76 Cost Comparison Studies to conduct commercial management, operations, and maintenance of the Transportation and Supply groups at RAFs Croughton and Molesworth/Alconbury/Upwood in the United Kingdom. The work includes the following: 1. Transportation - operate vehicles in support of the base mission; manage registered vehicles and fleet records; maintain a central dispatch operation; manage vehicle licensing and qualification; perform vehicle and equipment maintenance; and provide a full range of services in the movement of personnel and their property, to include packing and crating as well as the movement of inbound and outbound surface freight; and 2. Supply - provide a full range of services involving the requisition, receipt, storage, issue, and inventory of all supplies and equipment. The NAICS codes that are applicable to the services sought are subsectors 485, 488, 489, 561, and 811. Transfer of Undertakings Protection of Employment (TUPE) Regulations 1981 Information from the MoD Personnel and Training Command may apply. Companies must have the infrastructure and work force to support operations at the locations listed above. The period of performance for this service will be for one basic year with four (4) one-year option periods. The source selection process for this acquisition will be Performance Price Trade-off (PPT). The solicitation will be posted on or about 18 June 2002. Contract start will be April 2003. The U.S. Government reserves the right to retain the work in-house and make no contract award.
