Description
NASA/GSFC/Wallops Flight Facility (WFF) plans to issue a Request for Offer (RFO) for aircraft support for an Airborne Remote Sensing Campaign over sites in Antarctica and Chile. This aircraft support will be provided in concert with an existing Memorandem of Understanding between NASA and the Centro de Estudios Cientificos (CECS) for a joint scientific study of the Antarctic ice fields. NASA/GSFC/WFF intends to purchase the items on a noncompetetive basis in accordance with 10 U.S.C 2304 (c)(1)-"Only One Responsible Source" from CECS, Valdivia, Chile. The instrumentation required for the field campaign in Antarctica and Patagonia is designed to mount only on a P-3 aircraft, therefore a P-3 is required for the campaign. Furthermore, it may be necessary to operate the aircraft over sensitive Chilean air space, and as such, only a Chilean aircraft will be permitted in some of the important survey areas. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 26, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
