- NASA/GRC plans to issue a Request for Quotation (RFQ) for Item 1.) 1 ea. Oxygen Regulator, 2" schedule 80 process piping ends with graylock connections, 13.5" end to end. Shall flow 4 pps. Shall regulate down to 500 psi on the downstream side. Shall take 2400 psi upstream. Item 2.) 1 ea. Hydrogen Regulator, 2" schedule 80 process piping ends with graylock connections, 14.5" end to end. Shall flow up to 1.1 pps. Shall regulate down to 500 psi on the downstream side. Shall take 2400 psi upstream.=20 Item 3.) 1 ea. Hydrogen Regulator, 2" schedule 80 process piping ends with graylock connections, 17.5" end to end. Shall flow up to 1.1 pps. Shall regulate down to 500 psi on the downstream side. Shall take at least 2400 psi on the upstream side. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Dresser Flow Controls, Grove Regulator, FAR 6.302-1(ii) Only one responsible source and no other supplies and services will satisfy agency requirements. These regulators are direct replacements in the highly specialized high pressure sytem. The regulators must be compatable due to the safety standards required in the high pressure system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/16/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
