Description
1 ORDER / QTY: 657 / 8010-01-211-4815 UI: CN PAINT SYSTEM, ANTICORROSIVE AND ANTIFOULING, SHIP HULL: DESCRIPTION In accordance with Military Specification MIL-PRF-24647C, dated September 24, 2001. QPL-24647-6, dated April 14, 2000. Ameron Protective Coatings; ABC-3 RED (PN: 283-S-5772) component of ABC-AF #3 system. Type: I - Paint system having topcoats of ablative antifouling paints. Class: 1A - Paint system having copper based toxics in the antifouling topcoats. Paint systems for use on metal substrates, except aluminum alloys. Grade: A - Volatile organic content (VOC) of the antifouling topcoats shall be a maximum of 3.4 pounds per gallon [lb/gal; 400 grams per liter (g/L)]. Application: 1 - Paint systems having red color antifouling for underwater hull, with a service life of five year Coat 4, and; Type: I - Paint system having topcoats of ablative antifouling paints. Class: 3A - Paint system having antifouling topcoats containing only copper-based toxics for use on rubber. Grade: A - Volatile organic content (VOC) of the antifouling topcoats shall be a maximum of 3.4 pounds per gallon [lb/gal; 400 grams per liter (g/L)]. Application: 1 - Paint systems having red color antifouling for underwater hull, with a service life of five year Coats 2 and 3. Color: Red Size: 18.9 Liters (5 gallons) Maximum age on delivery shall not exceed three months. Date of reinspection shall be 24 months from date of manufacture. Section 112 of the Clean Air Act [U.S. EPA National Emissions Standard for Hazardous Air Pollutants - 40th Code of Regulations 63.780] specifies volatile organic compound and hazardous air pollutant content limits for compliant shipbuilding and ship repair coatings. Successful offeror shall provide the designated contracting officer representative a certificate of compliance as described in the U.S. EPA "Guidebook on How to Comply with the Shipbuilding and Ship Repair (Surface Coating) Operations NESHAP (EPA-453/B-97-001, January 1997, pages E-18, E-32, E-33). [http://www.epa.gov/ttn/uatw/shipb/shipguid.pdf]. This certificate is based either on known coating characteristics, or the results of EPA Method 24 volatile organic compound tests. Certificates need only be generated once for each applicable coating. When, and if, a supplier reformulates a coating, a new certificate would need to be generated. Suppliers are directed to put the following statements on the paint can labels: 1. A certification that paint in the container meets National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements for shipbuilding and ship repair. 2. A statement of the ration of Volatile content to solids expressed as grams VOHAP per liter of solids. EXCEPTION(S) TO TECHNICAL DOCUMENT Per MIL-PRF-24647C dated September 24,2001: Page 19 Paragraph 4.1 . . . Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. Page 27 Paragraph 4.5.8.1 . . . The color of application 2,3,5 and 6 antifouling topcoat paints and individual paints (except anticorrosive topcoats in R0 colors.) Page 29 Paragraph 6.1 . . . Except for toxic agent containing antifouling topcoats of classes 1A, 1B, 2,3A and 3B, the individual dried paint residues and dry paint contaminated debris may constitute nonhazardous waste. ITEM MARKING In accordance with Mil-PRF-24647C dated September 24, 2001, page 19, paragraphs 3.10 Marking Requirements, 3.10.1 Special marking, 3.10.2 Container marking. PACKAGING The product shall be furnished in the units indicated and packaged as follows: GALLONS AND QUARTS: Material shall be furnished in round, compound lined double-seamed end metal cans with multiple friction closure of the type normally used for the product. FIVE GALLON CANS: Material shall be furnished in new removable head metal shipping pails meeting the requirements of the Department of Transportation regulations and the International Maritime Dangerous Goods Code. For products not subject to the Performance Packaging requirements of these regulations, a minimum pail thickness of 24 gauge is required. All containers shall be such that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality or purity of the contents. One and five gallon containers shall be provided with a bail type handle in accordance with normal commercial practice. The filled containers shall be closed in a manner that will insure that the contents will not spill or leak from the container during shipment, handling, storage and redistribution. Closure of each quart can shall be secured by non-spill devices [four (4) evenly spaced clips or overseal ring] in accordance with 49CFR173.6(b)(4). Material packaged as specified above shall be packed in a close-fitting, corrugated, fiberboard box conforming to Section 6(a), Rule 41 of the Uniform Freight Classification, Item 222 of the National Motor Freight Classification (200 minimum burst). Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. Gross weight of the box and contents shall not exceed 65 pounds. MARKING All unit, intermediate, transport packages and unit loads shall be marked for delivery to civilian activities in accordance with the FED-STD-123G, dated June 6, 1997, or marked for delivery to military activities in accordance with MIL-STD-129N, dated 15, May, 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only. NOTICE OF REQUIREMENTS FOR SHIPMENT TO EUROPEAN UNION COUNTRIES: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with DLA PROCLTR 01-15.
