Description
The Naval Surface Warfare Center, Carderock Division intends to award a sole source contract to support a research and development project under DoD's Environmental Security Technology Certification Program (ESTCP) entitled, "Novel Membrane Separation System for Shipboard Oily Wastewater Treatment". A polymer coating and spiral-wound polymeric membrane are to be demonstrated over a three-year period. The base project will validate the best coating chemistry for improved system performance. In addition, a polymeric spiral-wound membrane must be modified in order to back-fit into the Navy's Oily Waste Membrane System (OWMS) design. Option I will allow for full-scale ceramic membranes to be coated in order to demonstrate improved system performance in the laboratory and shipboard. Option II will use the results of both the base project and Option I to provide for input into a de tailed cost benefit report and make recommendations to update the current membrane performance specification to reflect the results of the laboratory and shipboard testing. The total period of performance, including options, shall be from the date of award through 36 months thereafter. The intended source is Membrane Technology and Research, Inc. of Menlo Park, CA under the authority of 10 U.S.C. 2304(c)(1), only one responsible source due to the existence of patent rights which make the supplies and services available from only one source. The RFP will be issued on or about 15 October 2002 to MTR and due date for the proposal will be 30 days thereafter. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. See note (22).
