- The work for this project involves providing licensed unarmed, uniformed security services for the Bureau of Reclamation at the Hoover Dam Visitors Center. The Contractor shall perform the following tasks on a daily basis: (1) Prevent visitors from entering the Visitors Center with items that are not allowed; and (2) Operate scanning equipment located at the main entrance, including x-ray stations and magnetometers. The Contractor is to provide adequate staff at the entrances at the plaza and theater levels from 9:00 a.m. to 5:00 p.m., 7 days a week, every day of the year except Thanksgiving and Christmas. The guards shall not carry firearms and shall not perform searches of people or packages. The Contractor shall provide all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screening, reports, and files necessary to accomplish the security guard services. The proposed contract performance period will be for one calendar year beginning on the date of contract award, with a Government option to extend the services for four additional one-year periods. The total duration of the contract will not exceed five years. The work is located at Hoover Dam, on the Colorado River, approximately 7 miles northeast of Boulder City, Nevada, and 32 miles from Las Vegas, Nevada. This competitive solicitation is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 561612 (Security Guards and Patrol Services). The small business size standard is $10.5 million annual revenue. This acquisition will be pursued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. We will issue a Request for Proposals (RFP) in the form of a solicitation which will include a description of the work requirements, instructions to offerors, and required certifications. Offerors will be asked to submit a technical and price proposal, which will be evaluated utilizing FAR Part 15 negotiation procedures in conjunction with the Best Value Trade-off process. Offers will be evaluated on factors such as qualifications, experience, and successful past performance of similar projects. We estimate that we will issue the solicitation on or about September 27, 2002, and the due date for proposals will be 30 days thereafter. No documents will be available until the solicitation is issued. The RFP will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD-ROM if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should either register at FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO web site after issuance to download the solicitation and any subsequent amendments.
