Description
The US Army TACOM-ARDEC intends to issue a solicitation for a proposed firm fixed price contract for the production of M231/M232 combustible case assemblies. This procurement action is intended to be a five (5) year, multi-year contract, beginning FY03. In accordance with FAR 6.302-1, this is a sole source procurement to ARMTEC Defense Products Co., 85-901 Avenue 53, Coachella, CA 92236. The objective of this action is to procure M231/M232 combustible case assemblies in support of the MACS production phase of the program. The Government intends to award a firm fixed price multi-year contract for FY03 to FY07. The grand total quantity is up to 11,345,300 M231/M232 combustible case assemblies. Period of performance is five years. Required quantity to be delivered per month in FY03 is estimated at 114,500 M231/M232 starting sixty days after contract award. The compositions of the M231/M232 combustible case are mainly nitrocellulose and fiber. The manufacturing process involves the processing of energetic materials (class 4.1C flammable solid) on steam heated molding dies. Molding performs are made from aqueous slurry of fibers and resin using a technique known as the "Beater Additive Process". Potential offerors shall have requisite engineering staff and manufacturing facilities for the production quantities of MACS combustible cases. The contractor's facilities shall include: (1) fully equipped laboratory for chemical analysis and physical property testing and (2) manufacturing facility equipment (slurry tanks, felting tanks, coating application, molding presses, finishing equipment and inspection hardware) and (3) demonstrated quality program fully compliant with MIL-Q-9858 and ISO 9002, with supporting analytical laboratory to support the manufacturing effort. All potential offerors shall produce M231/M232 combustible case assemblies in accordance with the MACS program schedule. The Department of Defense has listed the MACS propelling charge increments as a Critical Technology Element on the Militarily Critical Technologies List. As a critical technology, the Arms Export Control Act restricts MACS technical data. Therefore, all technical data is marked with Limited Distribution Statement F in accordance with DOD Directive 5230.25: Further dissemination only as directed by Production Branch, AMSTA-AR-WEE-B, Picatinny Arsenal, N.J. 07806-5000 (Mar 96) or higher DOD authority. Armtec Defense Products Co. is the only responsible sole source with the equipment, expertise, and facilities to satisfy the U.S. Government?s requirements. This effort will contain hazardous items. Armtec is the current combustible cases supplier under contracts DAAE30-00-C-1037 and DAAE30-01-C-1041. It is anticipated the solicitation will be released on or about 30 October 2002 and close on or about 02 December 2002.
