Description
Alaska jet air transportation services, non stop, if capable, from Elmendorf AFB AK to Eareckson AS AK via contractor-furnished, IFR equipped, multi-engine aircraft. Aircraft utilized must be capable of transporting a minimum of 15 passengers with baggage up to the ACL of the aircraft. There will be a minimum of 304,304 Great Circle Statute Miles for each the base period and the option periods. The requirement is for a 12-month base period and two 12-month option periods and includes a "not to exceed" 6-month performance extension as authorized by FAR 52.217-8. Date for receipt of offers will be on or about 28 Oct 02. An offeror must be an air carrier and hold a Certificate of Public Convenience and Necessity issued under Section 401 of the Federal Aviation Act of 1958, as amended, or is otherwise authorized by the DOD to engage in air transportation services and holds an air carrier's Operating Certificate issued by the FAA under Part 135 or Part 121 of the Federal Aviation Regulations (14 CFR 135/121) for airlift operated by the offeror. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Air Carrier Quality and Safety Requirements as described in 14 CFR, Part 861.3 and, if Part 135, the DOD Additional Standards for Contract Passenger Operations under Part 135. These requirements exceed the FAA Part 135 standards in several areas.
