Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-02-T-5059. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-24 and DFARs Change Notice (DCN) 20001213. This is a 100% small business set aside action. The Standard Industrial Classification (SIC) code is 3728, and the North American Industry Classification System (NAICS) Code is 336413. This acquisition must include the following Contract Line Item Numbers: CLIN 0001 LSIT-1/A Test Set; CLIN 0002 NRE Training; CLIN 0003 Calibration Kit. The following minimum salient characteristics are required to meet the mission: LIFE SUPPORT INTEGRATED TEST SET (LSIT). The LSIT P/N G006-1001-01 or equal will be a one-man transportable unit or system capable of determining serviceability and proper fit of the Combat Edge manside equipment, as well as other oxygen mask assemblies and connectors such as the MBU-12/P and the CRU-60/P. Specifically this includes initial fitting, pre and post flight system checks for the aircrew; and operational checks for the CRU-60/P, CRU-80/P, CRU-94/P ITB, CSU-17/P, counter pressure vest, anti-G trousers, KMU-511/P helmet occipital bladder, communications equipment and EEU-2/P goggles. The tester must be able to provide pressure breathing for up to 32 in Wg (60 mmHg) and have a visual indication of the leakage/serviceability of the mask and manside equipment. The tester shall provide an RS-232 data transfer interface for storing aircrew/equipment information in a personal computer. The tester should operate from 85-250 VAC, 47-63 Hz, single phase facility power, or a 12 VDC rechargeable battery that can be trickle charged at a nominal 100 mA while the tester is connected to facility power. It should also incorporate a circuit breaker to provide protection against electrical hazard during operation. The tester should be no larger than 17.5" x 11.6" x 7.5" (44.5 cm x 29.5 cm x 19.1 cm), and weighing no more than 25 lbs similar to P/N G006-1001-01. The tester should operate with compressed breathing air (BB-A-1034, Source I, Grade B) at 100-250 psig with an AN-6 inlet fitting. The tester should have the capability of being calibrated in the field. The tester should be housed in a durable case and be able to withstand temperatures from ?60 ?F to 160 ?F in storage, and 32 ?F to 126 ?F while operating. It should be operational after being exposed to normal and field exercise conditions and hazards including shock, corrosion, vibration, electromagnetic interference (EMI), and salt fog.
