Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, this synopsis shall serve as a request for proposal (RFP), numbered F41621-02-T-0006. ---The Air Force Force Protection Battlelab (FPB) is establishing a solicitation process using Broad Agency Announcements (BAAs) to collect force protection solutions and technology development efforts. These BAAs will provide a conduit for government, industry and academia to provide ideas and solutions to meet force protection needs. To effectively manage this effort the battlelab needs a secure, internet-based capability to electronically publish the FPB BAA, receive and evaluate responses. The scope of this effort is indicated in the Statement of Work entitled ?Initiative Evaluation and Selection Process Management in Support of the United States Air Force, Force Protection Battlelab?, which was uploaded with this synopsis. The known sources for this requirement are Integrated Data Systems, Chantilly VA and Infotivity Technologies, Inc., Clairton PA.--- This synopsis incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-27. The Standard Industrial Classification (SIC) for this acquisition is 541330, $4M. The following provisions/clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors ? Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. FAR 52.212-2, Evaluation -- Commercial Items applies. The following factors shall be used to evaluate offers: technical capability to meet the Government?s requirement, and price. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. FAR 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 98) APPLIES. AWARDS CANNOT BE MADE TO CONTRACTORS WHO ARE NOT REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION AT TIME OF AWARD.
