Description
The Drug Enforcement Administration (DEA) Office of Acquisition Management, in response to a requirement from the DEA's Office of Resource Management (FR) is looking for a relational database structure (COTS or COTS with minimal customization) that will integrate budget formulation and budget execution into one system. 1) The budget formulation section must allow for development (data entry screens for numeric and text characters along with automated calculations, web-based) of the budget request via position cost modules at the appropriation, program office, object class, personnel type level. The system must provide tracking of budget resources through the budget cycle, by budget submission and fiscal year, allowing for "relationship" changes within and between budget submissions (e.g. Spring Call, OMB, Congressional submissions) and for "relationship" changes within and between fiscal years. The formulation section must contain a report generating capability that provides structured reports ("canned" reports with specified formats) as well as adhoc reporting with a dynamic structure that can be adjusted as field sizes and characters expand and contract. There must be interface capabilities allowing for downloaded data from other internal and external automated systems and the system must allow for exportation of data to MS Excel. 2) The budget execution section must track from the formulation section to the Financial Plan development, including a mechanism for allocating funds to a specified level and the tracking and adjustment of those funds. The execution section must contain a report generating capability that provides structured reports ("canned" reports with specified formats) as well as adhoc reporting with a dynamic structure that can be adjusted as field sizes and characters expand and contract. There must be interface capabilities allowing for downloaded data from other internal and external automated systems and the system must allow for exportation of data to MS Excel. Depending on the systems proposed, the system shall be able to interface with DEA's accounting system (FFS), personnel system, and other internal databases. DEA/FR currently has an MS Access database requiring migration of data from this into the new system. For more background, attached is FR's mission statement that lists our responsibilities and projects. The system will be accessed via the DEA's intranet, "Firebird". Therefore, the attached "Do's and Don't's for Developers" must be considered when proposing a system. The system must be capable of passing Firebird integration and performance testing. The system would be accessed by (to begin with) 10-15 users with data input capabilities and at least 25 others with view only. DEA should be able to set passwords and change/set levels of access within the system. Program Managers at DEA would have separate views of their own data with possible upload and download capabilities between their offices and FR. Interested parties should provide the contracting office, no later than October 7, 2002, evidence of their capability to provide this system and a positive statement of their eligibility as a small business under NAICS 541512. If adequate interest is not received from small business concerns, the solicitation will be issued, without further notice, as unrestricted. All interested parties shall respond to this notice in writing. No telephone responses will be accepted.
