Description
This is a combined synopsis/solicitation notice of intent for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI 2099. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 339111 and the small business size is 500. The National Institute of Allergy and Infectious Diseases intends to procure the Stratagene/Biocrest MX4000 Multiplex Quantitative PCR System Cat. #401260, qty. 1 and a Brillian plus two-step quantitative RT-PCR Core Reagent, Cat. #600544, qty. 2, a 1yr. Warranty and Installation (insuring that any required calibration checks are performed when installed). Stratagene will provide a minimum of 2 days on-site training. This system will allow for true real time PCR, which, means monitoring amplification can be done during the actual PCR reaction. Other ?real-time? PCR machines only allow for analysis at the end of the PCR reaction. The MX4000 allows the researcher to choose the point (s) in the amplification process at, which, to quantify the PCR products. Other machines have a preset point in the amplification process at which to quantify the PCR products. The MX4000 allows for greater flexibility to analyze and quantify the data. Also, the system is a smaller machine taking less space, which, is crucial to the lab. The instrument will consist of a PCR thermocycler, light source for fluorescent excitation, fluorescent emission detector, and hardware/software required to drive the instrument, capture, tabulate, analyze and present results. The QRT-PCR equipment must be accompanied by a License under the patents on the polymerize chain reaction (PCR) process, which, is owned by Hoffmann-Larches, Inc. and F. Hoffmann-Larches Ltd. Delivery location is the National Institutes of Health, National Institute of Allergy and Infectious Diseases, Bethesda, Md. 20892 and shall be inside delivery. This is a fixed-price contract and the FOB terms are ?Destination?. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items. Offers must be submitted no later than 4:30 p.m. Eastern Daylight Time (EDT) 09/25/02.
