Description
Correction: This action originally published in the Commerce Business Daily o/a 28 August 2002, is hereby amended as follows: The Armed Forces Retirement Home - Washington intends to award a single firm fixed price contract, utilizing the TWO-PHASE, SINGLE SOLICITATION, REQUEST FOR QUALIFICATION (RFQ) and REQUEST FOR PROPOSALS (RFP) format for a Design/Build Project, Scott Clinic and Assisted Living Renovation. For general information on AFRH-W, visit our website at www.ussah.com. AFRH-W, a Continuing Care Retirement Community, intends to procure a design-build contract for renovation of a portion of the Scott Building from a dormitory to an outpatient health clinic and assisted living units, while the remaining portion of the Scott Building will be fully occupied as a dormitory. The Scott Building is located on the AFRH-W campus. Procedure: The two-phase design-build selection procedure using one solicitation will be used. Requests for Qualifications (RFQ) will be issued to interested design-build entities whose notification of interest is received via email to emanuel.brown@dc.afrh.gov or by fax to 202-730-3506, Attn: Emanuel Brown, by 25 September 2002. Offerors responding to this announcement by the above deadline will be given thirty days to provide qualifications for evaluation. It is intended to issue the RFQ on or about 26 September 2002. The RFP will be issued to only the three highest qualified firms, determined from the evaluation of the responses to the RFQ. AFRH-W intends to issue the RFP on or about 26 November 2002 with a five week response time, and to complete evaluations and award an 8(a)competitively negotiated firm fixed-price lump sum design-build contract to the best value. The evaluation factors will be as specified in the RFQ., and the RFP. The proposed factors may include management structure and organization of the design-build entity proposed for this project, to include design-build experience; past performance of the entity proposed for this project; and, the entity's experience in renovating health clinics, continuing care facilities, and assisted living. The project completion date will be as accepted in the selected offeror's proposal. All design, demolition and removal of non-structural elements of the building interior, and interior renovation including all plumbing, electrical and HVAC fixtures. The balance of the project description remains unchanged.
