- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N66001-02-Q-0628 is being issued as a request for quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. A list of contract line item number(s), items, and quantities is attached to this notice. The items to be acquired are information technology hardware and software. All items must be delivered no later than 30 days after the effective date of the purchase order to the Receiving Officer (Code 2242), Space and Naval Warfare Systems Center, 53560 Hull Street, San Diego, California, 92152, Attn: Miriam Glorioso, Code 24222-Head. No partial shipments. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, is applicable; the specific evaluation factors included in paragraph (a) of the provision are i) Technical capability of the item offered to meet the Government requirement, ii) Price, and iii) Past Performance. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
