Description
NAVICP-Mechanicsburg plans to contract for a fixed price award fee 'Performance Based Logistics'(PBL) requirements contract with Raytheon Missile Systems Corp(RMSC)-Tucson, AZ for nearly 2500 various Defense Logistics Agency (DLA) Phalanx Close-In-Weapon-System (CIWS) unique, consumable, replacement spares. These items are currently used in RMSC's operations in new manufacture, repair management and system overhaul. Following ALPHA contracting and award, a separate CLIN shall be added to the current PBL contract, N00104-00-D-ZD21 awarded March 2000, with RMSC, to allow DLA to process yearly orders coinciding with those issued by NAVICP-M, for support of the Phalanx weapon system ending in June 2005 for the remaining three years of the current contract. DLA shall retain management of these items, provide administrative support and evaluate RMSC's performance. RMSC shall functio n as the Government=s Commercial Stock Point for these spares in support of Navy, U.S. Coast Guard requirements and all Foreign Military Sales customers including the performance of all routine inventory management functions including receiving, shipping, tracking, warehousing, reporting and scheduling. The overall goal is to improve the availability and reliability for the CIWS while simultaneously reducing overall support costs. All items shall be fixed priced on a LOT basis with authorized monthly billing. A fixed award fee pool shall be used to recognize performance above metric standards for two categories of requisitions.
