- NA This is a combined synopsis/soliciation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Army Robert Morris Acquisition Center intends to solicit Air Cleaning Technologies, Inc., 10615 Judicial Drive, Fairfax, VA 22030 to acquire the supplies and equipment necessary to procure an Explosive Destruction System (EDS) Phase II Vapor Containment System (VCS). The EDS VCS shall consist of a Steel Arch Struc ture, a Negative Air er (NAF) Unit, associated ductwork, and electrical controls. The steel structure shall be nominally 30 feet wide by 60 feet long with a height of 17 feet at the center. The NAF Unit shall include an inlet damper, transition, pre-filte r section, HEPA filter Section #1, MINICAM (Chemical Agent Monitor) sample port section #1, carbon filter section #1, MINICAM sample port section #2, carbon filter section #2, MINICAM sample port section #3, HEPA filter section #2, transition, outlet dampe r, and fan set. The entire assembly shall be skid mounted, designed for a low profile, minimum size and minimum weight, and be configured for ease of transportation by a prime mover for field use. The NAF Unit shall be sized for 6000 cfm operation. The unit specified in this document shall not exceed 25 feet in length, 96 inches in height and 81 inches in width. The delivery of this equipment impacts on a contract with DSTL in the UK. Equipment is needed in order to support testing of the EDS Phase II in Porton Down, UK. Air Cleaning Technologies, Inc. is being solicited pursuant to 10 U.S.C. 2304(c)(1) (FAR Part 6.302-1), Only one responsible source and no other supplies or services will satisfy agency requirements. The EDS VCS system requires specialized integration of several components for which Air Cleaning Technolo gies, Inc. has the required experience and expertise necessary to integrate the various components. A search for alternate vendors was sought for these services yielding no viable candidates. This combined synopsis/solicitation will close 18 September 20 02. See note 22.
