Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, F45613-02-Q-B044, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 effective 30 Aug 2002. The North American Industry Classification System Code is 334310. The Small Business size standard is 750 employees. This project is 100% Set-Aside for Small Business Concerns. The contractor shall provide design, furnishing, and installation of one Sytex, Inc Audio/Visual system or equal in accordance with the attached Statement of Objective (SOO). The following Provisions and Clauses apply to this announcement: Solicitation provision at FAR 52.212-1, Instruction to Offerors--Commercial Items (Oct 2000) applies to this acquisition. FAR 52.212-2, Evaluation Commercial Items (Jan 1999) apply to this acquisition and is completed as follows: (a) the following factors shall be used to evaluate offers: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, past performance and other factors considered. Addenda to FAR 52.212-2 include FAR 52.211-6/ Brand Name or Equal (Aug 1999). FAR 52.212-3, Representations and Certifications Commercial Items (July 2002) Alt I (April 2002) apply to this acquisition. FAR 52.212-4, Contract Terms and Conditions Commercial Items (Feb 2002) is applicable to this acquisition. Addenda to FAR 52.212-4 is as follows: FAR 52.219-6/Notice of Total Small Business Set-Aside (Jul 1996) and DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001) apply to this acquisition. Note: Lack of registration in the CCR will make an offeror ineligible for award. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (July 2002) is applicable to this acquisition; under paragraph (a) the following clauses are incorporated: DFARS 252.225-7036/Buy American Act/North American Free Trade Agreement Implementation Act/Balance of Payments Program (Mar 1998)(41 U.S.C. 10a-10d and 19 U.S.C. 3301 note). Quotations are due 20 September 02 by 4:00 p.m. Pacific Daylight Savings Time. Faxed or E-mailed quotations are allowed and will be considered. Submit quotations in accordance with FAR 52.212-1 and addressed to Amn Misty R Van Brocklin at the address indicated in this announcement. Proposals shall include the following items: 1) Pricing schedule, 2) Completed FAR 52.212-3 Representations and Certifications, with Alternates I and II (accessible at the Air Force FAR site http://farsite.hill.af.mil), and 3) list of your customers having similar requirement (provide name, telephone number, and point of contact).
