- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is requested, and a written solicitation will NOT be issued. The purchase request number is FQ481421690900, and is being issued as a sole-source Request for Quotation. The proposed action is for services for which the government intends to solicit and award a contract with one organization under the authority of FAR Part 6.302. This project consists of matching funds from the U.S. Fish and Wildlife Service for partnering with the local non-profit organization Tampa Bay Watch. Tampa Bay Watch is selected as the sole source contractor due to the funding and technical requirements associated with this project. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 01-05. DESCRIPTION: Shoreline Stabilization project consisting of construction of a shallow wave-energy barrier. REQUIREMENTS: Provide all research and engineering management, labor, materials, equipment and transportation to install a shallow wave energy dissipation barrier approximately 800 ft long parallel to the shoreline. The barrier shall be constructed approximately 200 feet off-shore, where the water is typically 1.5 to 2.0 feet deep at high tide. The barrier may consist of reef balls or other barrier as submitted and approved. The quote must list the DUNS number, CAGE code, and Federal TIN. DELIVERY ADDRESS: Services are to be performed for the 6th Civil Engineering Squadron Environmental Flight (6 CES/CEVN), MacDill AFB, FL 33621. PERIOD OF PERFORMANCE: 270 days after award. PROVISIONS/CLAUSES: The following FAR and DFARS provisions and clauses apply: 52.212-1, Instruction to Offerors-Commercial. In accordance with 52.212-2, Evaluation-Commercial Items, offers will be evaluated based on price, technical acceptability, delivery schedule, adherence to applicable clauses and provisions, as well as past performance records.
