Description
This is a request for Capability Statements from industry to identify companies who are interested and qualified to participate in FY03 studies/Technical Requirements Documentation (TRD) and subsequent future development of a Space-Based Space Surveillance (SBSS) System. This message is a follow-up to the SBSS Industry Day, which was advertised in the FedBizOps on 12 July 2002. The government and TRW conducted this Industry Day on 5 August 2002. Contractors that were unable to attend the industry day may contact Mr. Vanderpoorten (see below) to obtain the briefing charts. In April 1996, an Advanced Concept Technology Demonstration (ACTD) was launched to demonstrate Space-Based Space Surveillance Operations (SBSSO). The SBSSO sensor, the Space Based Visible (SBV) telescope, is the last surviving sensor on the Mid-course Space experiment (MSX) and reaches its predicted end of life in FY05. A follow-on capability is needed to meet Space Control requirements for significantly improved detection and timeliness of high interest space event reports. SBSS is the next-generation family of these systems to search for, detect, and track objects in near earth and deep space orbits. In order to facilitate FY03 acquisition activities and establish an SBSS Stakeholder's Group (a forum to solicit TRD and Request for Proposal comments), interested companies shall submit two (2) copies of their Capability Statements no later than 4:00 p.m. PDT, 2 October 2002 to the following address: TRW, Attn: Mr Joe Vanderpoorten, One Space Park (R2/1120), Redondo Beach, CA 90278. The response should overview corporate core competencies, detail abilities to acquire, integrate, deploy and support advanced space and ground systems with legacy surveillance command and control capabilities. Responses must be unclassified and not exceed 10, one-sided, 8.5 X 11 inch pages (1 inch margins at top, bottom, and sides), with no smaller than 10-point arial fonts.
