Description

17. The work to be performed consists of the construction of campus-style facilities located on a 49-acre parcel of land, which houses the Sierra Nevada Job Corps Center. The site is located approximately 10 miles north of Reno on the site of the former Stead Air Force Base. The project consists of a Light Vocational Building I (20,935GSF), a Light Vocational Building II (11,030GSF), a Student Services-Campus Security Building (16,452GSF), a Recreational Building (15,150GSF), Select demolition of seven existing buildings and construction of service roads, utilities, site lighting, landscaping and miscellaneous sidewalk and fencing. The Recreation Building is designated as "Option No. 1", and shall be priced separate from the base bid. Select Landscaping and Irrigation is designated as "Option No. 2", and shall be priced separate from the base bid. The pricing for Options No. 1, and 2 shall remain valid for 120 calendar days from the date of award. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The period of performance for completion is 455 calendar days, with substantial completion to be achieved within 410 calendar days from Notice to Proceed. The period of performance shall include any, or all, of the Options selected. The total estimated cost range of construction is $5,000,000 to $10,000,000. Initial plans and specifications will be available on October 2, 2002, only from the Architect/Engineer firm, Sheehan Van Woert Bigotti, 300 South Wells Avenue, Suite One, Reno, Nevada 89502. Contact Mr. Jack Sheehan at (775) 328-1010 for additional information regarding this project. Collect calls will not be accepted. It is emphasized that requests for plans and specifications be directed to the A/E firm listed above to ensure proper handling of requests. Requests MUST be submitted in writing and a $600.00 refundable bid deposit for each package is required. This bid deposit must be in the form of a certified check, cashiers check, or money order made payable to the U.S. Department of Labor, and submitted to the A/E firm at the time of request. Please provide your EIN number (Tax ID number) on each check and/or money order. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid deposit amount will be limited to the issuance of one (1) complete set per request from any interested party. Plans and specifications will be made available for pick-up at the A/E's office, or may be arranged for delivery at an additional charge. Any additional shipping and/or handling charges must be pre-paid and COD requests will not be accepted. All requests MUST be in writing and will be answered on a first-come, first-serve basis until the initial supply is exhausted. For additional sets requested from interested parties subject to bid deposit requirements, or for requests made after the initial actual cost of reproduction of the IFB documents, a non-refundable fee, not to exceed the actual cost of reproduction of the IFB documents, plus a shipping charge based on each individual request (if applicable), will be required in order to obtain the IFB documents. A pre-bid walk-through is scheduled for October 15, 2002, at 10:00 a.m. local time at the project site. This will be the only opportunity to review the job site prior to submission of bids. The Bid Opening Date is scheduled for November 7, 2002, at 2:00 p.m. local time at the A/E's office. The North American Industry Classification System (NAICS) code is 233320, "Commercial and Institutional Building Construction". The Small Business Size Standard is $28.5 million. This is a 100% Small Business Set-Aside acquisition. Small "HUBzone" Certified businesses, small disabled veteran-owned, woman-owned, small disadvantaged businesses, Certified 8(a) businesses, and small businesses are encouraged to apply.
