Description
The Corporation for National and Community Service, a wholly-owned Federal Government Corporation, intends to award a contract to a qualified vendor in Austin, Texas, who can provide lodging, catering, and meeting space for an AmeriCorps*VISTA Pre-Service Orientations(PSO). The event will occur November 12-15, 2002. The event will require sleeping space for double occupancy with access to individual beds for three nights for 100 people per night. Registration area with 4 large tables, 2 easels with pad from noon November 12th until conference conclusion. Training starts with an opening general session Tuesday at 7:00 p.m., November 12th. One large meeting room for general sessions (rounds with 8 chairs) for approximately 120 people. Five breakout rooms of 4 rounds/8 chairs for 25-30 persons. Audio/visual needs for general sessions are: one (1) flip chart, overhead projector, lapel microphone, hand held wireless microphone, VCR, cart, and 10 X 10 screen for Wednesday - Friday. A/V needs for breakout rooms are: overhead, screen and flip chart & markers in each. Water and glasses must be provided at all times in all meeting areas. LODGING: November 12-14, 2002 event: 100 people/48 doubles and 4 singles. November 15 - up to 5 people may need to stay overnight with dinner and next day breakfast ? voucher method would be acceptable. The guests will pay personal expenses (telephone calls, room service, etc.) themselves. MEALS: (Buffet meals throughout event): Nov 12?Dinner; Nov 13-Full hot breakfast, AM break, lunch, PM break, and dinner; Nov 14-Full hot breakfast, AM break, lunch, PM break, and dinner; Nov 15-Full hot breakfast, morning break, box lunch. Morning breaks may consist of tea, coffee, and light snacks. Afternoon breaks cold drinks, coffee, tea and light snacks. Proposed menu?s must be included in your proposal. To be considered, all proposed prices (including audio visual) must be inclusive. Bids need to include the following information: (1) Per night sleeping room rate for single and double occupancy; (2) Per person meal charges. The selected vendor must be prepared to provide vegetarian, vegan, and kosher meals. Approximately 25% of all meals will be vegetarian; (3) If bid is made on a per person cost inclusive of all costs, a single night cost must be provided for guests staying for less than full event and food costs for participants not staying at hotel; (4) Charges for meeting space and individual items of audio-visual equipment; (5) Parking for participants and at what cost; (6) Vendor must provide shuttle service to and from the airport, including transportation for participants with special needs, and any costs associated with shuttle transportation must be included in bid; (7) reduced costs for staff requiring lodging on-site, based upon number of overnight quests; (8) Meeting rooms and at least 25% of sleeping rooms must be accessible to physically challenged individuals; (9) Vendor must provide on-site representation during all dates of the event for coordination, problem solving and decision making. Federal regulations require that any hotel/conference space contracted shall meet and comply with American Disabilities Act (ADA) requirements, and FEMA certified for fire safety. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SWSC-12-03 and is issued as a request for a quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The provisions at 52.212.1, Instructions to Offerors?Commercial, applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with its offer. This is a best value procurement and evaluation of offers will be based on quality, past performance and price. References must be included with your offer. The clause 52.212-4, Contract Terms and Conditions?Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders?Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225-3; and 52.232-34. Proposals must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposer with the Government and sent to the address in this announcement.
