Description
NA The Olmsted Dam consists of five tainter gate bays, with hydraulic operated tainter gates, a 1400 foot navigable pass, two boat abutments, four isolation joints, founded on pipe piles, and placement of scour protection. The dam is being built using in-the -wet construction techniques. The contractor will perform foundation grading, install sheet pile cut-off walls, drive pipe piling, place scour protection, fabricate the concrete shells, and lift and set the shells on the pre-driven pile foundation using t remie concrete to structurally connect the system. Additional work shall include the fabrication and installation of the tainter gates and miscellaneous mechanical and electrical (including controls). Specialty floating equipment will be required to perform the in-the-wet construction. Conceptual drawings are provided for a 2,800 ton catamaran, a screeding barge, floating batch plant, vibro-compaction and scour protection placement barge. To meet tole rances the Contractor is required to use frames or templates for driving sheet piling and the pipe piles. The lifting frames have been partially designed and the Contractor must complete the design. The Contractor may select either the project site as shown on the bid documents or use a remote casting facility for fabrication of the pre-cast elements. The Contractor may choose to use an alternate facility for some or all of the pre-cast elements. Th e risk and potential impact to the schedule will be evaluated. The estimated price range for this project is $250,000,000 to $500,000,000. The contract duration will be 1,800 calendar days. Solicitation documents will be available on or about 30 September 2002 and the proposal due date is 28 January 2003 at 4:00 pm local time. This will be an evaluated proposal. Evaluation will be based on the following criteria, listed in descending order of importance: (1) Technical Approach, (2) Experience; (3) Past Performance, (4) Safety, (5) Management, (6) Price, and (7) Subcontracting I nformation. The drawing files are in CAL format and can be viewed, navi gated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486- based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
