- The USDA,ARS has a requirement for installation of a comprehensive automated irrigation system at the United States National Arboretum (USNA), Washington, DC. The performance period is 120 days. The order of magnitude is between $250,000 and $500,000. This procurement is solicited under the Small Business Competitiveness Demonstration Program (FAR Subpart 19.10) as a total small business set aside. The NAICS Code is 234910, with a small business size standard of $28.5 M average annual receipts for prior 3 years. This is an Invitation for Bid (IFB) using procedures from FAR Part 14, Sealed Bidding. A firm fixed price contract will be awarded to the responsible bidder whose bid is responsive to the terms of the IFB and is most advantageous to the Government, considering price and price related factors. The solicitation (23-3K47-02) will be available to interested parties through electronic data interchange only. Internet address is http://www.fedbizopps.gov/. Notification of any changes (amendments) to this solicitation shall be made via the Internet. If there are questions regarding the solicitation, offerors should contact 301/504-5548. It is the Contractor's responsibility to check the Internet site for any posted changes to the solicitation. The solicitation will be released (ready for downloading) on or about September 24, 2002. Bids will be due on or before October 24, 2002, at 10:00 a.m. A public bid opening will be held. A site visit is scheduled for October 3, 2002 at 10:00 a.m., meeting at the USNA, Washington, DC. The Government recommends that contractors bidding on this project visit the site. All responsible contractors may submit a bid, which shall be considered by the Government. Anticipated award is October 29, 2002.
