Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is a Total Small Business Set Aside in accordance with FAR 13.003(b)(1). The applicable NAICS Code is 561110 with a size standard of $5M. The resulting award will be done under Simplified Acquisition Procedures as a Firm-Fixed-Price purchase Order and will have a period of performance of two years. The solicitation number that should be referenced on proposals is N00014-02-R-0008. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 and DFARS Change Notice 20020531. Under this solicitation, the Office of Naval Research requires conference planning and coordination services to support the Ocean Optics XVII conference to be held in Australia (the city is not yet known) in November 2004. It is expected to be a four-day event designed to present and discuss research issues related to ocean optics, underwater imaging technology, and quantitative ocean color remote sensing. There will be one 2-day planning meeting in the Cairns, Australia area designed to formalize the details of Ocean Optics XVII, such as venue and meeting dates. The dates and places for any required additional planning meetings will be later determined by the planning committee. For the planning meeting to be held in Cairns, Australia, the contractor will be responsible for providing for the costs of a meeting room and audiovisual equipment for one day. For the conference, the contractor will be responsible for selecting a hotel, initial site deposit, and the reserving of a block of rooms. The conference hall should be theater style. The offerors are responsible for the decorating and catering costs of the conference. There should also be a separate breakout room for speakers before they make their presentations. All of the facilities requirements should be made available for the entire conference. The offeror is responsible for making standard conference Audiovisual Equipment available for the conference. The cost of one banquet dinner should be included in the proposed price. Student travel awards of $500/student will be provided for approximately 10 students, which will be selected from submitted abstracts by the planning committee. The costs for these awards should be included in the proposed price. ONR will provide a list to the contractor for the selection, coordination, and assignment of space for the exhibitors, key institutions, and invited speakers. The contractor will be required to utilize an interactive site on the World Wide Web for automated conference registration and abstract submission. Attendees will register on a Web Site, which shall be created and operated by the offeror. This Web Site must have the ability to handle credit card payments of registration fees and the posting of 300-word abstracts submitted by the approximately 200 participants. Offerors are responsible for the collection of registration fees which are yet to be determined. Each attendee will be paying his/her own travel, per diem, and lodging expenses. Travel, per diem, and lodging expenses for 11 invited speakers must be included in the proposed price. Attendance is expected to be over 300 for the entire four-day period. The contractor will generate and mail a Confirmation/Information package to each participant prior to the conference. The contractor will provide additional materials to each participant upon arrival including a detailed conference schedule, name badges, and handouts. The contractor will arrange for conference facilities with the following characteristics: conference hall to hold up to 300 people, common area for breaks, poster area for 50 posters and at least 10 exhibit booths, student paper award support, transportation to and from the local airport, and reduced rates at local hotels. The contractor will provide for the equipment, installation, and dismantling of 2 registration booths. Also any audiovisual equipment that is not provided by the conference facilities should be included in the offeror?s proposal. The contractor shall advertise the conference through the World Wide Web, mailing to previous mailing list, and the placement of event posters at key institutions. The amount of posters to be provided by the contractor is estimated to be 50. The contractor will provide for on-site administrative support during the conference. No security clearances will be necessary for this conference. The offerors must submit with their proposal: a description of the specific services and materials they will provide in order to plan and administer the conferences, proposed price/cost proposal, Offeror Representations and Certifications ? Commercial Items found at 52.212-3 (May 2002), and Alternate I (Apr 2002), a description of similar work experiences (include contact information of customer), a nine digit numeric DUNS number that is assigned by Dunn & Bradstreet, and a Cage Code. Offerors will be evaluated based on (in descending level of importance): perceived ability to do work effectively (based on offeror?s description of services and materials), applicability of previous work experiences, and price.
