- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ) F41652-02-Q-0005. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. SIC Code is 1711/NIACS code is 235110. FOB destination, acceptance by the government at Dyess AFB. DESCRIPTION: Upgrade existing pneumatic Heating, Ventilation and Air Conditioning (HVAC) controls to Direct Digital Controls (DDC). DDC system shall be Invensys Network 8000 system to match the existing 7 CES HVAC DDC system. 1. HVAC equipment in buildings 4120 to be controlled and monitored shall be: Hot water system; hot water pump start/stop control; pump status sensor;boiler start/stop control; boiler status sensor; boiler 3 way valve control ;boiler supply temperature sensor; hot water supply and return temperature sensors. Chilled water system; chilled water pump start/stop control;pump status sensor chiller start/stop control; chiller status sensor; chilled water supply temperature sensor chilled water return temperature sensor. 2. HVAC equipment in buildings 6219/6220 to be controlled and monitored shall be: Include a Global control Module (GCM) and Network Interface Module (NIM) for remote connection, monitoring, and scheduling to bldgs 6219/6220. Include all necessary control cabinets, wiring and conduit. Do not include control of fan coil units throughout buildings. Bldg 6220 Air handlers (2 AHU); Fan start/stop control;fan override button (located in common hallway for bldg occupants); fan status; return air temperature sensor; discharge air temperature sensor space temperature sensor; hot and chilled water valve control; outdoor air damper control; mixed air temperature sensor; mixed air damper control; outdoor air temperature sensor. Hot water systems; hot water pump start/stop control; pump status boiler start/stop control; boiler status; boiler 3 way valve control; boiler supply temperature sensor; hot water supply and return temperature sensors Chilled water systems; chilled water pump start/stop control; pump status; chiller start/stop control; chiller status ;chilled water supply and return temperature sensors Bldg 6219/2 pipe system pump start/stop control; pump status; water supply and return temperature sensors; manual seasonal changeover switch (between heating and cooling seasons); Hot water systems; boiler start/stop control (tied into manual season changeover switch); boiler status; Chilled water systems; chiller start/stop control (tied into manual season changeover switch); chiller status; Include a Global control Module (GCM) and Network Interface Module (NIM) for remote connection, monitoring, and scheduling. Include all necessary control cabinets, wiring, and conduit. * Do not include control of fan coil units throughout building. The following clauses apply to this acquisition: FAR 52.212-1 Instruction to Offerors-Commercial items; provisions at FAR 52.212-2, Evaluation-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications;Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders/ Commercial Items. Offerors shall comply with FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Lack of registration will make an offeror ineligible for award. DFAR 252.212-7001, Contract Terms and Conditions required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items. A site visit will be held at 10:00 a.m.on 9 September 2002. Offerors are instructed to meet at 7CONS, 381 Third Street, Dyess AFB, TX 79607.
